Stephen Rosen quoted in the Telegraph discussing the debate over moving UK markets away from Libor

Although the Chief Executive of the Financial Conduct Authority wants to move banks and customers away from their reliance on Libor, InterContinental Exchange (ICE), which administers it, belives it has turned the index into a sustainable part of the financial system. 

Stephen comments on the issues that could be caused with contracts and calculating payments if Libor is no longer published and considers whether an act of parliament would be required.
